The mission provided the results collected during the results verification mission conducted in Madagascar in August 2023 for the GEF-LDCF funded project “Adapting coastal zone management to climate change considering ecosystem and livelihoods.”
The EbA project aimed at addressing the significant vulnerability of Madagascar's coastal areas to climate change. Factors such as poverty, dense populations, and inadequate infrastructure compound them. Reliance on rain-fed agriculture and mis-management of natural resources worsens these challenges.
To tackle these issues, the project proposed an integrated coastal management strategy tailored to each targeted region: Menabe, Boeny, Vatovavy Fitovinany, and Atsinanana. The overarching goal was to enhance resilience to climate change by strengthening institutional capacity, implementing coastal protection measures, and integrating climate considerations into policy and planning frameworks.
In general, the project appeared to have appropriately implemented its institutionally targeted political and educational components (all intangible deliverables). However, the project poorly implemented some of the tangible project components, especially those related to construction works and restoration of vegetation for soil stabilization, without meeting the full quantitative thresholds.
